the Viennese gentleman (written Wien) with the flowers covering his head is an Austrian about to join the army. It was tradition to cover your hat in flowers as part of the leaving ceremony (a very ancient tradition with ties to pagan practices). If you search through Austrian family albums you will find countless young men in similar poses.
